Front garden fencing

Hi everyone, I'm hoping that some of you knowledgeable people on here could help with a question I have re: fencing to the front of my house.
My house has a poky north facing back garden and a bigger south facing front garden. The front has a driveway and a nice place to put a table and chairs.
The front to the pavement has a low wall.
I have looked on my local council website and it seems that I would need planning permission to have a fence attached to the wall, to make it a little more private, if it was abutting a highway or the pavement of the highway. I'm not sure whether it is and I telephoned the council and they don't seem to know either, but I can pay £70 odd :eek: to find out with a pre-planning assessment.
My wall is next to a pavement that is wide enough for two cars (I know this because some people seem to think it's a road and park there), The pavement is around 15 feet to a fence. This fence is then around a foot to the road. The road is a fairly quiet estate road.
I would be ever so grateful if anyone has a clue if this would need planning permission. Thank you!

You need planning permission if you want to put up or add to a fence, wall etc which is next to a highway (or highway footpath) and is over 1m high.
I think that is probably the first thing to check out.

Yes, that is also what the council told me, but they are not sure whether or not the pavement is classed as a highway footpath because there is a fence between the pavement and another walkway before the road.
If they don't know, goodness only knows how I am supposed to.....!0 -
What about putting a hedge there for privacy? No planning permssion required then I#m pretty sure0

I have thought of hedging or pretty planting rather than paying money for them to maybe say no. I'm not very good with gardening, guess this might be a good time to learn!0
