I would have a quiet word with your local bobby.
He might know of an laws that say it has to be moved in case the fire engines have to get by or anything like that.

I know he can't but he still does, the police have been here so many times they may as well have their own parking space in the street.
I am just not sure if polce will do anything about a car parked in right of way, At the minute is is my neighbour he seems to be picking on , sounds stupid I know but this is a 50 year old man we are talking about not a kid !!

in future you should all put your rubbish in bags before going in the bin. Then you could just empty the bins and leave all the bags infront of his car. Hopefully it won't be too long before he is banged up again.weight loss target 23lbs/49lb0

Is he out on licence or did he serve the full sentence ?

I was told some years ago when we were having trouble with cars parking in front of our garage that we could have them towed away. This was on private land.
Is the car taxed? If not, you might be able to report it as abandoned.
Where he is parked is it private land or public?
A lot hinges on the ownership of the properties in the alley, and it may well be worth contacting your council anyway because if he is on public land then parking across an alleyway is surely against the rules and they should be able to at least give him a ticket (which will probably be ignored) if not actually do something about where he is parking.What is this life if, full of care, we have no time to stand and stare0 -
Private or HA/Council rented properties ? All private houses, the one this guy lives in was his fathers but now registered with land registry as his brothers ( since his father went into nursing home )
Is he out on licence or did he serve the full sentence ? We don't know, he got 6 months, we though he would do 3 months but appeared home after 2 !!! We did think we would have at least another month of peace and quite :-( My neighbour who is the one he was jailed for threatening is going to contact CPS today to see if he can find out.

I would say the person parking the car, have never acually seen it being parked myself but other neighbours have , just keeps appearing , chances are this driver may think they are parking on this mans property.TOTAL 44 weeks lose. 6st 9.5lb :T0 -

the land is to side of our row of houses,beside this guy's , just shows on deeds as a right of way, do not think it says who owns it but is private to our 6 houses.
this visitors car is parking in the alley not across it, if it was across the council may do something.

Sounds like the right of way is across somebody else's land - i.e. not public land. In this case the matter is civil and not something for the police - as far as I'm aware they can't do anything about the car. They would however get involved if there is damage, threats, violence, etc. Maybe get some cameras discreetly mounted to start building evidence?
Otherwise what about putting some "no parking access required 24hrs" signs up either side the entrance of the alleyway? This car might belong to somebody completely different and they don't realise they're causing any trouble.
When I first moved into my house, I had people visiting a church down the road parking on my land - at the time it was unmade and looked unowned. Once I had my driveway laid and fencing put up, the problem went away.0 -
Report it to the council as abandoned, if no one comes forward then they'll remove it.
