I was visiting my daughter who is heavily pregnant and was parked in the visitors bay of the residential car park showing a valid disabled sticker in my car, I returned to the car a while later to find the charge stuck to my windscreen. I have been looking on several sights with a view as what to do and most of them including this one say to ignore it, I must say I am somewhat concerned because there were PPS signs clearly placed but as we were in the visitors bay I didn't think a ticket was necessary.

Ignore it and ignore all the bull5hit letters that will follow, they are all absolute and utter tosh and empty threats to try and scare you. Do not appeal, there is no appeal its a scam.

It only 'matters' that there are signs if they were so clear that any driver could be left in no doubt about the alleged 'contract' they may have entered into with the PPC. And then that contract would have to be fair (rarely!) and not a penalty (almost never!) and the PPC would have to take you to small claims (literally once in a blue moon, because they lose).
In your case you clearly had not entered into any contract in that visitors' bay - even if you had done it deliberately the amount of the 'charge' is no doubt extortionate and unrelated to any loss, so it's an unenforceable penalty. You can forget about it, you'll just have to put up with some threatograms if you are the registered keeper of the car. Do not reply.
You need to read the top sticky thread 'PPC letters, what to expect' (forewarned is forearmed) and tick of each letter as it arrives and matches our preview pictures.
And you need to see the Watchdog link on 'Welcome, please read before posting' which is another permanent sticky thread near the top of the forum. That Watchdog episode tells you all you need to know about what to do with this bogus PCN and letters.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
