Is a cashbill from the french postal bank like a UK postal order and can it be issued in pounds sterling and cashed at the post office without a fee or deposited in a UK current account without foreign exchange charges?

I had some fraudulent withrdrawals from France called CashBill and BillandCash - they took £800 - refunded by bank but beware!I have had brain surgery - sorry if I am a little confused sometimes0
