Leaking new flat roof

I had a new flat roof done on my garage 18 months ago which has leaked twice in one particular area. The company have patched it up twice but my neighbour says the work is substandard (I was at work while it was being done). I don't know if it is substandard or not but I am having a garage conversion done in August and wondered if it were to leak again would the roofing company have to pay for the internal damage caused, ie newly plastered ceiling and walls, flooring etc?
