Hi, bought another laptop off eBay which was I received today with the fault as described - power/mobo lights come on as normal but cpu fan stays on high speed and nothing is displayed on the LCD, no POST or boot into bios.
I tried external monitor, nothing, removed all peripherals such as wifi card /dvd/ram etc and also removed LCD connections and still had same problem.
Now I thought I'd try and check the CPU (Core Duo 1.6Ghz) and noticed that there was no thermal pad/compound on there just the CPU fitting into a recessed heatsink slot! The graphics chip has a pad covering it on the heatsink so my question is - could the CPU be fried?
If you could inform me this might be the case then I've got a spare working chip compatible for me to verify. Thanks.
ps. I can rule out a dodgy power supply as i'm using one to power my 7206 which has same power ratings.

Without physical access to the machine, we can't tell but it doesn't sound good. If you've got a spare chip why not just swap them out?
Seriously, did you really need to ask?0
