water leaking into a concrete garage at the bottom

Just had a new concrete garage put up. I have noticed at the back of the garage that it has been leaking in with all the rain we have been having.. We already have a filet done by the garage manufacturer. Called them up about it on Tuesday and it seems that after the sale there is NO service...still waiting for their call so calls them and they said its been handed over to someone higher up..
