Congestion Charge for a foreign vehicle...?

I wondered if anyone knows what the situation is where a foreign car gets fined for not paying the congestion charge? A friend of mine drove over from Southern Ireland and forgot to pay it....she has not as yet received any letters but is anxious in case they have the right to chase her back to Ireland!
Anyone know what the law is on this one? Thanks.
