Primus Saver deal with free line installation

with ref to the article (Home Phones: £6.79/month line rental ) on the MSE website
I went for the Primus Saver phone and broadband offer on Sunday. They got in touch yesterday and told me my electronic billing had been set up everything seemed well. Today that changed, I received an email saying that my local exchange was not compatible with that deal but they could provide me with both a new phone line and broadband on a combined line but they would have to charge me £69.00 to install it.
I believe this deal is a con and would be interested if anybody else has had the same experience with Primus.
