Retrieving money from a closed account

Ok, so the situation is as follows:

Back in July 2010, Barclays encouraged me to upgrade my account, I did and so updated all of my details with anyone who would need to transfer money to me via Online Banking e.t.c

Recently, I have had 2 payments that I have not received and they have not been bounced back to the person sending me the money.

After speaking to Barclays, they could not retrieve the funds for me and launch an investigation.

The person who has been sending me money for the past year has stated that he has been using the old details and wasn't aware of the updated details for the upgraded account, however I'm sure I have received all transactions up to this point of these recent two that have not come through.

My main question is, why are banks not able to simply cross reference with previously closed accounts and simply withdraw any money. The guy who has sent me money has never had the money bounce back which is why this is such a weird scenario.

Any help?
