You can only charge VAT if you're VAT registered. If you buy an old pan off somebody off eBay then they'd need to be VAT registered and selling as a business to charge you VAT.0

As above.
I am VAT registered. I can sell old, new, used or unused, but I must charge VAT on all apart from zero rated or exempt items, or items I sell outside of the EU or within the EU to a VAT registered company. Phew, hope that is clear!
You can google a VAT number if you suspect it to be dodgy, and you can establish if it is correct. A seller cannot charge VAT unless they are VAT registered.0
