why dont you look to insulate what you can first, have you got wooden floors with an air gap underneath, if so insulate under there first, use modern stuff not glass fiber, multi layer not cheep but very good. is you central heating working properly and are all the controls working. We have a 130 year old terraced house and pay £1200 ish for gas & electricity, make sure everything is set up properly first.0
