Is this legal?

I had an idea to turn a 0% on purchases card into a 'super balance transfer' card, but im highly concerned that it might constitute fraudulent behaviour! Please let me know what you think, as I wouldnt touch this if it was at all outisde of the law.
Steps
1) Set up a website with an online payment facility (this can be done for free I believe).
2) Buy goods/services (I would opt for something not subject to VAT) from the website to the limit of a 0% on Purchases Card.
3) Collect the cash into the Bank Account linked with the online payment facility.
I think there would be a small% fee for the credit card transaction from the side of the 'seller', but apart from that should be totally free. In principal this would work, but I'm sure you can see my concerns that this could constitute something not quite legal, or outside the terms of the credit card.
Also, what would be the legal standing if a partner was to undertake the 'purchase' on their card for the same ends?
