Sorry, I don't understand your description of how you use your storage heaters. Are you sure these are storage and not panel heaters?
Storage heaters are switched on during the night to collect heat. While you may control how much heat they give out during the day, you don't switch them on and off. If you were using storage heaters during the winter you would be using much more electricity than you mention.
If you don't switch them on Monday to Friday during winter, how are you heating your house?
If you are able to switch them on during the day, you are using full price electricity not Economy 7.0
