broken thermostat, does LL have to fix

hi all
been in property almost 6yrs now so no EEC needed
the boiler has never worked properly, have to have heating and hot water on at the same time, this was fine up untill last year as i just turned all my radiators off or on low as and when needed
now all the thermostats are broke so if i want hot water or heating its on full blast in every room, i have taken to boiling a kettle for the pots and just using the fire in the front room, when i do need the heating on though or hot water im burning gas for fun
both my utility bills have risen, i have asked numerous times for them to be fixed but the LL seems to think she does not have to, is this right?

Yes, the landlord is responsible for having the system fixed. Put your request to the landlord IN WRITING. The issue with the hot-water not working without the heating on is due to the failure of a particular part (some sort of valve, I can't remember what it's called) which is fairly straightforward to replace. There are procedures which will allow you to arrange for the repair yourself and deduct it from your rent but the first step is the letter.0
