Bank account for EU citizens

I'm asking this on behalf of my 2 flatmates. They are from Romania, and want bank accounts. They are working on a self-employed basis, after finding work knocking through doors. They earn about £80 a day through the jobs they are doing, and they are paid cash in hand.
We have payment meters for gas and electricity, so we can't add them to the bill list. We have a landline in someone else's name, but the person doesn't live there. Landline is paid at a paypoint every 3 months. I pay for the broadband that uses the landline, but banks don't seem to accept that as a utility bill.
What's the easiest bank account for them to open? They have passports and identity cards so ID ain't a problem, just proof of address.

If they are earning cash by working door-to-door then I suspect that HMRC have never heard of them...

If you want to pay £8 a month...
