Have to send/receive to download emails

When the in-laws open Microsoft Outlook on their computer they have to click send and receive for new emails to be downloaded, not sure if they can send emails as normal.
Any idea what is wrong?
I know they had trouble when talktalk took over their tiscali emails recently etc.

in tools > options, there'll be settings to automatically check on opening, exiting and every x minutes
Tools > options > mail setup
send/receive and tick the box to send immediately when connected
click send/receive and schedule and automatic send and receive every 5 minutes or so0 -
I suspect the problem may be that something prevents the outgoing email being sent at all, irrespective of scheduling - i.e. that the send/receive function only in fact allows receive.
I've had that for years with my email through talktalk webmail. Despite following their instructions I could never get outlook configured in a way that I could send.0
