I understand that this is effectively, straight up theft.
Also, I've been unable to pay off my water bill this month (I had promised to settle the full amount this month, there were arrears, but thanks to being almost £200 down I was unable to do this.) The water company have sent me a letter threatening to pass the account to a debt collecting agency. Do I have a case for claming any charges/defaults I might get from non payment of bills, through a small claims court?
Will the CSA pass on the employer's details to me?

You may get the standard £50, but even getting that won't occur too quickly, at present your issue is with the CSA not the NRP or his employer, the CSA have issue with the employer where the DEO is in effect, the employers will/may have issue with the creditors. With all that said in the thread above, the NRP may not be able to magic the money for you in the interim, just as the water company etc can't expect you to magic the money for the said bills0 -

The CSA won't pass on the employer's details, that would be a breach of confidential information.
Who would you be taking through the small claims court? The CSA..? The Employer..? The NRP..?
I know it's easier said than done, but child maintenance is never a guaranteed source of income, and as such shouldn't be relied upon as such.0
