advise on utilities and reducing bills

We ate with Scottish power at present but with a pre pay electric meter. I would like to reduce costs and looking for some advice.
Firstly we are paying £71 a month direct debit which over the year is slightly more than what we use. However we are round £450 in credit at present as the boiler broke for a while. Ideally we could do with a new one but simply can not afford one. The boiler now is either on or off, no thermostat therefore its on full pelt in all rooms using excessive fuel usage and by my common sense is making our bills higher.... Possible solution is to move supplier with better tafeta and getting our £450 back and installing a thermostat and timer and also thermostat valves on the radiators cutting out the excessive usage. How much is this likely to save?
Also to try and get the prepayment meter out but Scottish power want £250 and we get some back after a year. This is presumably to try and stop us moving supplier. We are also averaging around £55 a month electricity.

Any advice appreciated
