Erecting a Fence - Getting the top level.

Hi
We're erecting a garden fence and are trying to work out the best/simplest method of getting the fence level at the top.
Our garden slops upwards with a difference of about 10 inches at the bottom end of the garden. If we follow the ground level, mounting the fence on a 6 inch gravel board, the fence panels height will be all over the place as the garden is a bit up and down. The garden is very big, so the cost of leveling it would be far too much.
Any ideas would be appreciated.

Just make sure the gravel boards are level by trenching and/or building up the ground level slightly0
