eBay, need advice ref something I bought

Well, in all my time on eBay (since 2002) I have never had to do this, so need some advice.
Bought a phone from a seller who is not registered as business (I didn't see that until after I bought, yes, I was stupid)...and says no returns.
Long story short, I can't get the phone to work, after spending all day trying and talking to my phone provider.
Have emailed seller to say I want to return and waiting on response, but presumably I can open a Paypal dispute if they don't agree to a return, as phone won't work?

Yes - off course you can claim your money back (item not as described).
But ask seller first, and allow a couple fo days for a response.
If its one of them smart phones - might just be something that needs doing. Took me 4 hours to unlock the screen on one, and then another 4 to send a text.
I'm back on my old phone now.:D
I'm shocked you've been on Ebay almost 10 years and didn't know how easy it is to get money back from paypal. You are clearly a very honest buyer, who as bought from some very good sellers.
As for your problem buying off private sellers - that is what Ebay was originally set up for. You can return any item on Ebay, if its not as described. It just says no returns because they are private - it means nothing on Ebay. Only a few items like cars, gift vouchers and train tickets are exempt.0 -

What do you mean by you can't get it to work? Does it turn on? Is it not connecting to your network with your SIM in?0 -
