fully uninstall anti virus for good

I am going to do some maintenance on the in-laws computer, one of the jobs is to remove Panda anti virus and load a free one on. Will uninstalling it be enough? I've checked Google and get conflicting answers.
A couple of years ago on this techie forum there was a link to a site through a computer magazine I think, that helped check if certain programmes needed to be on the system confiuration utility > startup tab. I still have the link in favorites and used it often, but now it won't open, is there an other one?
