Why is my cat always hungry?

One of my cats is like this. Constantly on at me for food. They used to always have biscuits in their bowls, and I fed them Royal Canin when kittens, then moved onto Whiskas etc when they got a bit older. Then we tried cutting costs down so used to get the cheaper supermarket brand biscuits and Go Cat and such. But he started putting weight on, so I swapped to Royal Canin, and since then have always struggled getting his weight and diet right. He isn't fat anymore, but he's always nagging for food. Trouble is, he is very lazy too, so it's difficult to find something he can munch on and have biscuits in his bowl, that won't make him gain weight. He will gorge on a bowl if I let him.

Have tried Royal Canin Light - this is good as keeps the weight off, but doesn't seem to satisfy his hunger.
Tried Fit 32 - satisfied his hunger, but gained weight
Tried RC Indoor - started to gain weight a little, bizarrely, and didn't really satisfy his hunger.

Now I am thinking of trying RC Sterilised 37 as it has a higher protein content.

I'd like to find some biscuits I can leave down for him to munch on all day, without worrying he's going to get fat again.

not all cats are the same:

my rescue cat is v polite and wouldn't over eat

the other one I got at six weeks old straight from her family (mum cat & siblings - all were being given away except Mum) is a piggy who cannot be allowed to graze or she would eat until she burst!
