Breaking a tenancy agreement early?

Hi,
We moved into a privately rented property last year and signed a 12 month fixed-term tenancy agreement. We were told that the landlord was moving out of the property and into an extension built onto the side of ours, which would be finished by the time we moved in. Effectively, one property has now become two.
Since moving into the property, we have had nothing but hassle. Just after signing the tenancy agreement, we were informed that the Council had not yet been able to re-band our house for tax and for the first 6 months we were stuck with paying ridiculously high Council Tax (now sorted but still caused us problems). Because our house was re-numbered, with the landlords taking the original property number with them, we have had nothing but problems with utility bills because our meters were registered to their property number (all very complicated but you get the picture). Even now, we still have 2 utility companies trying to bill us for electricity even though we have lost hours of our time trying to sort this out. This week, we have the water company digging our house and drive up to put a water supply and meter in, as up to now both houses have still been on the same supply. We have been living here for nearly 8 months.
As you can probably imagine, we're very fed up with all the hassle - not to mention the predictable banging and drilling from the landlord next door which starts every weekend as their property still isn't finished. I should also point out that our rent isn't cheap, primarily because of the area we live in, but because of all this isn't worth the money we're paying.
What we're wanting to do is move out ASAP and find somewhere quieter, with no disruption. Our view is that all the above should have been sorted out before we even moved in. I've read something in our tenancy agreement about our right to live undisturbed and 'quiet enjoyment' of the property, and wondered if we would have grounds for giving notice early?

Having to tolerate building work and the consequent noise is not the same as the landlord entering the property without your consent, which is what "quiet enjoyment" refers to.
The only way you can surrender the property before the expiry of your AST without being responsible for paying all of the rent due is with the landlord's consent, unless there is a break-clause in the agreement somewhere.0
