I spend £719 per annum on electric with British gas, includes 55% economy 7 and with the £30 cancellation fee on websaver 11, its seems to change to a fixed price, I will be worse off or around the same if British gas increae prices by 10%.

Depends entirely how much you think variable tariffs will go up by during the period of the fix. No one knows.
If you fix, you aren't buying necessarily cheaper. You are buying insurance. No free lunch, and no free laptop0 -
I'd say its likely that BG will increase price by around 10% (possibly more) shortly and depending on how long you are looking at fixing for possibly again during your fixed term...
As Macman says, you are buying insurance really while gambling on prices going up (which is a fairly safe bet if you ask me)Missing Tesco R&R since Feb '07 :A & now a "Tesco veteran" apparently!0
