    Did you not read the OP. I had bought foreign currency from two different banks in the last two months without any need for identification. The Post Office allowed me to buy the currency, but only with cash and without the need for any identification.

    it's a rule because it's a rule - knowing WHY makes no difference.

    we recently had to buy USD and provide ID and information...

    You would think so, but bank/PO staff are just not trained to that level of understanding and certainly some of them would be incapable of absorbing that training. If they were they'd be in a better paid job.

    The limit will vary by institution, and possibly as to whether the teller can be bothered.

    sorry my post should have said with debit/credit card, you can change cash for euro without id , but i do know that whenever i have bough euros with a card they have asked for id

    Take debit card to post office ATM and withdraw cash.
    Take cash to FX desk and change for Euro without need for ID.

    Not sure why but some FX desks ask for ID if doing card or cheque transactions.
    I know it doesn't make sense but a lot of things don't these days.
