What does this mean exactly, will it make house unmortgagable?

Looking at a Repo, New build (built 2008) bought in 2008 for £249,950
Now listed at £130,000 (failed to sell at auction)

Part of the legal pack shows this correspondance:

'...........I spoke to Mr X in the building control dept of X district council, on the 8th Feb 2011 when he advised me that whilst the local authority carried out periodic inspections of the property throughout its consttruction, no final inspection was made by the council and therefore no completion certificate has been issued............'
'.........as discussed, our client will not arrange for the final inspection to be carried out by the local authority.......'

This house is also on an unadopted road

    Well, you might be able to get indemnity insurance against council enforcement, but not against buildings defects.

    It's relatively new, so defects might still surface if corners were cut. The lack of final inspection would ring alarm bells to me - I mean what builder arranges interim inspections but not a final one? (hint: a builder who knows......).

    I'd guess a mortgage lender would take this view too!

    No building regulation approval = no structural warranty = no mortgage. Not a chance.

    Although it may have just been overlooked.
    It's not plain from the OP whether this house was a one off or part of an estate.

    The house I live in now I purchased new in Sept 2002 about 9 months later I got a call from the developers asking to arrange a visit from the building inspector to do the final inspection because they had neglected to arrange it on completion.
    I had purchased the house without my conveyancer or the mortgage provider noticing the lack of a completion certificate and had remortgaged with a different provider in the interim still without the certificate.

    Speak to Mr X at the planning department and ask if there is any problem with him issuing it.
