If you have your own tools then at least you know for sure they work(if you recently used them) rather than relying on a mower that hasnt been used for x number of months0

You will still need insurance as a self employed person.
You also have to take into consideration H&S. By using the customers own tools this may cause problems.
It is all very well saying have a go but it would only take one customer to file a claim against you for damage to property or injury and you will find yourself up the creek without a paddle.
To add
for further work , such as ponds , Landscaping , you could offer the full service by building up a reliable list of subcontractors.0
