can't open a " .dat" attachment ?

run xp and ie8

someone sent me emqail with an attachment , icon says Winmail and it's a .dat file .

when i try and open it i get a pop up saying " caution .. these files are used by operating system " ... and there's an "open with" box .. but the few i tried all failed ?

download the file and dont just open it from the email, then open with notepad as the previous poster suggested.
