How do you set up different postage rates for Europe and rest of world?

Can't see how to do it.
I item selling well in Australia, so listing is at RM rest of world price, but it's £4 less to send to Ireland, who are also buying lots.
Currently automatically giving lots of postage refunds, but surely I'm missing something? Ebay aren't stupid enough to only allow sellers 1 rate for non UK items...are they? Are ebay TSFE?

When I list it I add 'international postage' select 'flat cost to all buyers'. Then I choose 'custom location' and select the Europe countries - adding the post. Then 'offer additional service' and this time add the ROW prices.0
