    The occupant, the OP, doesn't have to be on the rent book (strange term),

    :rotfl::rotfl:

    Its probaly because being in my early sixties now we were brought up in our childhood when mum actually had a rent book which was marked with the payment when the rent man came around each week to collect it.

    I remember, even in my twenties having a rent book when rent was physically collected.

    The term has stuck with many people.

    Rent man knocking = everyone hide behind the settee
  • Can you not contact them again, and have one of them removed, and your added on, then the other removed at some point?

    erm....don't want to worry you, but i urge you to get proper advice asap, as far as i am aware, the tenant (ie your mum or dad) must be residing in the property for them to still be eligible for council housing. your dad is effectively sub-letting, and that is not allowed...

    you *might* be a permitted trespasser, but i don't think you have any rights as such.

    sorry, there is a chance i have missed something, but you really need to check this out. try citizens advice
    I work in Housing Benefits however my comments are my own understanding of the law / procedures and you should also check with your local authority.
