    Ninth Anniversary Combo Breaker
Poor earthing often leads to wrong lights coming on but usually it's with tail/brake/indicator lights where they're in the same housing or even same bulb.

I somehow doubt brakes and headlights share the same bulbs.

actually if a bulb has been replaced lately this is the first port of call for this problem if incorrectly fitted
the next one is if the brake light bulbs are dual filament as if one filament breaks and falls onto the other filament this can also cause the headlamp on problem
however op fails to even mention make of car never mind model so basically its crustal ball and a ball of string time

Turn your headlights on each time you brake so your brakelights light up.
