Scottish Power capped June 2013

Hello
I'm fairly new to looking in depth at Gas / Electricity. I would really appreciate your thoughts on the following: I would like to fix for security. I am tied into Scottish Power On Line Energy Saver 9 until March 2012, this isn't fixed or capped. If I leave the company there will be £51.06p penalty charge.
I can change to a fixed rate (at todays rate - not rate after rise) until June 2013, it is capped so if prices go down (ha ha!) then it will go down but not rise above todays rate which is:
No Standing Charge & Rates are: Elec: First 225kw 21.98p after that 12.13p night time 5.68p & Gas 7.92p then 3.15p.
I was going to change to EDF Fixed 2014 but not sure it would be effective after £50 penalty??
Would really appreciate any views! Thanks
