Ps I have to say the template letter is in my opinion a bad bit of advice, it should be replaced with two words.
IGNORE THEM
writing anything gets you on the hooked fish list.
Let them waste their money in DVLA fees
and if the letters are franked, keep putting them back in the post box, they get charged each time it gets delivered back to you.

Hi all,
Had another letter from Graham White today but checking out the letters on here they seemed to have jumped from letter 1 Graham White to letter (final warning) I didn't get letter's 2 and 3?? Is that right???
I suppose I should be happy that this SHOULD?? be the last I hear from them but I am just worried they may have changed how they do things???

Some people have reported letters out of synch, sometimes even the same template letter twice. It makes no odds at all.
Keep on ignoring, you will be fine and can then tell people about this scam just as we do, online and to our friends & colleagues. Word of mouth is a powerful thing.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
