smell coming from basin

I have a small basin in a downstairs wc and have noticing a smell of stagnent water (almost sulphur smelling) coming from the plug hole!
I now have to close the plug down to stop it smelling, i have tried flushing it through with bowls of soapy water, used jeyes etc but it returns.
Anyone know why this is happening? Its a year old and only used for general hand washing.

Put some neat bleach down there - though you might want to try removing the trap underneath first to see if there is something nasty stuck in it."You were only supposed to blow the bl**dy doors off!!"0

Does the basin gurgle nicely when the loo is flushed?
If so the installer has probably connected the basin waste directly into the soil pipe and failed to fit an anti-vac trap to the basin. Result - when the loo is flushed it creates a vacuum syphoning the water out of the basin trap. Thus your water seal is lost and the nasty niffs from the soil pipe escape into the room.
