electricity reconnection problems

Hi, I'm involved with a small community group which is setting up a cafe. We've just moved into the building and we're having problems with the electric.
The previous tenants of the building ran up a large debt then disappeared. As a result the electricity has been disconnected and we're struggling to get npower to reconnect it. They're saying it'll take about 3 weeks to do, while we'd really like to start trading before that.
Do we have any rights in this situation or can anyone suggest what can be done to speed up the process?

If they totally disconnected the supply then it would be down to the relevant regional electricity distribution company to reconnect it.
Its probably taking 3 weeks as that relevant company might have a busy schedule, you could pursue it with the distributor though.
