However, if the debt turns out to have been built up over time and just not have been noticed on the bill, or even not have been printed because the bills were made using estimated reads despite the cutomer provding actual readings, the regulator will refuse to touch it as the energy has been used and the supplier has a right to bill for it. In those cases all the OP would have done is wasted their time and possibly accumulated some late payment charges into the bargain.
That's why everything should be checked before going to the regulator. Make sure that you actually have a case that they will take first.
