Travel Insurance with medical conditions

I am currently looking for travel insurance for my grandma, she has medical conditions relating to her heart, Bp, etc.
The company that she has always used has bumped their prices up and she has been quoted £199 for a 10 day cruise.
I have found a company that specialises in medical conditions and they have quoted £74 which is great, however, on closer inspection they are underwritten by a company based in Gibraltar and are covered by the Financial Services Commission (In Gibraltar). Does this mean that she wouldn't be protected the same way as if it was regulated by the FSA?
The company is Medici, does anyone have any experience with them?

They are still covered by the FSA. Medici are fairly well known.

Thanks Huckster, I have tried AgeUK-£199, Saga close to £300, Staysure was £241 but Medici came back with £74! The only thing with them is there is no excess waiver, however their policy + the excess is still cheaper than the others. I was just bothered about them being based in Gibraltar.0

Have you tred World First? They cover my pre-existing medical condition, I was quoted over £200 for a week elsewhere, 35 with them. They are based in Devon.
