Planning permission on plot next to house we've offered on- opinions?

FTB here and we've recently put in an accepted offer on a flat. It's on a slope (and it's the ground floor) and has a vacant plot of land adjacent to it. Today the EA called to say he forgot to mention that there had been planning requests on that plot of land, but they had been refused.

I've managed to find the current one on the council's website and it's a planning request for a two storey house. The applicant was refused on 25/03 but is being appealed by the developer. The impact on the flat we'd be buying is quoted as "unacceptable loss of outlook to flat" (part of the reason for refusal but by no means the only one). So I'm curious as to what people's opinions are on this?

The history of the planning requests also include asking to build blocks of flats (both refused) but it appears that the person who had been trying to build the blocks of flats has been replaced by the new person wanting to build the house.

As this is quite unexpected I hadn't considered neighbouring planning permissions and was hoping to get some opinions by MSE's? What would be your thoughts?

    Talk to the Planners.

    Bottom line is you cannot guarantee building of some sort may eventually be granted either by the Planners or on appeal. If that happened, would the impat on you be acceptable to you or not?
