Yup maderia is part of the EU and therefore given that you are travelling from one EU state to another you have no right to purchase goods duty free, the only way duty free goods can be purchased is if you are entering or departing the EU.

Yes. Madeira is a Portuguese island.

The reality is a lot more complex. Being part of the EU does not solely determine duty and allowances. It depends on whether somewhere is inside or outside the EU Fiscal Territory/EU VAT Union. For example, the Åland Islands are in the EU, but not in the EU Fiscal Territory. See Special member state territories and their relations with the European Union. While no-one should take Wikipedia as gospel, it does seem basically right, and that entry does have nice summarising tables. Note that the column EU Customs Territory relates to trade and to a single set of customs tariffs and quotas that apply when brining goods into that area, not to personal duty and allowances.

Maderia is within the EU Fiscal Territory.

  • cigarettes are very slightly cheaper than on mainland portugal - something to do with the gov taxes on the island being at a slightly lower rate than on mainland. You cant get English cigarettes though - or at least I havent found any for the last 2 years. Portugal is awash with them but I didnt see silk cut or B&H.
  • Not sure about Madeira it may have special status as Alfie says. The Canaries although part of Spain and in the EU have special tax status and therefore are treated by UK customs as being outside EU for duty free purposes.
