Which Flow Restrictor Seat on WC Filling Valve?

I'm fitting a replacement filling valve on a bathroom toilet. The replacement is a Delchem bottom entry valve, The instructions are all clear, except it comes with 2 flow restrictor seats: a high pressure one (white), for min 3 bar pressure and up to 14 bar, and a low pressure one (red) for 3 bar and below. The default (already fitted) is the white HP one.
How do I know which one to use except by measuring my water pressure?
The cistern is fed direct from the mains (no cold water tank in the property, combi boiler), so will I be OK with the white HP one?

LP for tank fed, HP for mains. The distaff side be right. Use the white one.
