It's perfectly legal to transfer your number to another address. Lets say that you were starting a new business at an address owned by someone else. No harm in that.

The truth is that you would be starting another business - selling your phone number.

who pays the bill though, if ya just transfer ya number to another address but ya aint really moving there its for someone else to use, how do ya go about making sure that your name is reomved from the bills and theirs is added

A google search gives this info regarding home phones

I am a little concerned about the legalities of this so i'm going to lock the thread to check with abcon if this is in keeping with the site rules

Having searched the BT website I can find nothing stating this is illegal. I'm going to reopen this this but if we discover there are legal problems of doing this from BT or other telco's this will have to be removed.
