Weird possible scam phone call

Every few months I get a call from a man or woman of an "ethnic persuasion" asking me if i've received the local paper....
Initially you think "ok, it's just a shop keeper checking up on the new paperboy". BUT every time they phone they ask if im at number X in ZYX road, then ask if this is correct (no it's not), to which I respond with just the name of the main road to which my street is attached, I refuse them any more information and they hang up.
1471 reveals withheld number and im starting to become suspicious as to whether this is a prelude to some scam.
For example - When you get calls telling you that your entitled to ££££££ govt grants... I always catch these out because they don't have my address.
I can't find any info online regarding this and im wondering if anyone else has any similar calls???
For all I know this could be part of one of those very clever scams that's not been documented yet, it'd be nice to get something out there on the web just in case my worst suspicions are correct.

This is my point exactly......
What set my alarm bells ringing was the location question and the way he hung up when I wouldn't give my house number.
Plus.... How are they getting my number?“I may not agree with you, but I will defend to the death your right to make an a** of yourself.”

Remember, he/she doesn't know your name and doesn't know your address.
So, he/she has dialled a random* number and - for whatever reason - is trying to get a name and address to associate with it.
* He/she may know roughly where he/she is calling by the STD code and the first few digits of the number (e.g. all numbers starting 01787 47 are in the town of Halstead, Essex).Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0
