I am hoping someone will be able to give me some advice.
Basically me and my partner bought our New build Shared ownership flat in November 2008, its been on the market for a few months and we received a letter on Saturday advising that the flat has now been sold and we need to provide them with an EPC.
I was on the understanding the EPC's were brought in before we moved into our flat and so we should have been given one from the housing association in 2008 that we are able to pass on now that we have sold the property.
Any advice will be appreciated

You should have had an EPC before you put the flat on the market. I can't remember exactly when they became compulsory but if you haven't got / can't get one from the housing association, that won't change your responsibility to have one. Find the cheapest firm you can to produce a cert because they aren't actually worth the paper they are printed on. Even the most capable and conscientious EPC assessor is so restricted by the software he is forced to use that there is only a slim chance that the document he produces is actually a fair reflection of the property you are trying to sell. For that reason, there's no point paying for "good" so you might as well settle for "cheap".0
