Completion - a few days after previous tenants depart - cleaning & Wear / Tear?

When I was selling my property my tenant had to sign to say that he would vacate the property -is this a worthless exercise then?0

Yes, it is worthless. A tenant could sign almost anything but that would not guarantee that they leave the property at all.
If this property is being bought with a mortgage no Solicitor would agree to exchange contracts without vacant possession. I would expect the vendor to confirm when the tenants have vacated, the buyer pops round to inspect and then modifies their offer depending on what they find there. Once the vendor has agreed to whatever the modified offer is, then contracts can be exchanged.0
