Unde what part of any Assured Shorthold Tenancy agreement would that be allowed?
I said they could evict ASAP. If that means giving them a months notice then so be it. They don't need a reason as long as they give the right amount of notice.

They most certainly do. If the tenant has an Assured Shorthold Tenancy, the landlord cannot evict them, without a court order served with a section eight notice (and changing a lock is not a good enough reason) until the end of the tenancy and a month is not the right amount of notice. Interesting. Just looked through my tenancy agreement (assured shorthold) and that states that the landlord can give one month's termination. In which case (if it is as read and your tenancy is for a fixed term), that is an unlawful term and wouldn't be enforceable.The greater danger, for most of us, lies not in setting our aim too high and falling short; but in setting our aim too low and achieving our mark0 -

It is unreasonable for the landlord or letting agent to not make adequate arrangements in the event of an emergency, relating to any maintenance issues. What would have happened if there was burst pipe, or a gas leak, that an immediate solution would be required to protect the assets of the landlord. Should the tenant wait a day or two, for the letting gent or landlord to respond, before arranging for repairs to be made?
What part of my posts do you not seem to be understanding.
OP called the agent, got no response. On a different day they called the landlord.
IF the landlord provided their phone number to contact in emergencies but the OP did not have that to hand that is not the landlords fault.
It is unreasonable to expect the landlord to pay if he provided an alternative contact number to use in emergencies which was not used in an mergency.
Edit: I see now the position has been clarified that they only have the contact details for the LA. In that case, OP, you are more than entitled to claim the money back. The LL/LA may be dragging their heals and if they keep doing so then it may need a letter before action to show you mean business. Going to court may require you to prove the lock was faulty. If you can get anything in writing from the locksmith then that would be great.
