Why do management companies hire these crooks in the first place?! What good is it to p*ss off your leasees? As I understand it they don't earn anything from them as the parking companies provide the service free of charge so what's in it for the management company?
In most cases the Management company don't 'hire' them, they just enter into an agreement to allow them to be there and it never enters their head that the PPC may have another agenda other than stopping unauthorised parking. The PPC agenda is money alone and they will ticket any car they can.
Maybe before the PPC were let loose, there were a few complaints from lessees about their spaces being taken and so, using a hammer to crack a nut, the Managing Agents have contacted a few 'parking firms' who rejoice in the fact that they are 'BPA members' (so what?). And believing that the BPA might be a regulator (they are not) and that the PPC might be a good ethical parking company (of which there are none) the MA has gone ahead and allowed them a contract to be there.
No money changes hands in many cases (except a backhander sometimes) and the Agents never realise there's a problem till lessees start getting tickets, also delivery-men, nurses and doctors on call, visitors and any other legit parkers. Happens all the time so complain to the Managing Agents for allowing such a rip-off in the car park and point out that your lease allows you the peaceful enjoyment of your parking space (if you can quote your lease, all the better) so in fact their agents were trespassing on your land/space. Ask them if they get a cut of the money from each ticket.
And by the way you really should tell your tenant about all this because even if she doesn't drive, her visitors may do...why on earth should she have to rush out with a permit every time a taxi or Sainsbury's van pulls up, or her parents visit? God forbid if she dares to have two friends try to park two cars there to visit her! Complain to the Managing agent and withdraw any implied consent, refuse to recognise the parking scammers.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I don't know about residential areas but some PPCs issue "self-ticketing" packs and they do give £5 or £10 to whoever issued the unenforcable invoices.0
