New Bathroom - Advice needed

My mom recently bought a bungalow which has a terrible advocado bathroom suite installed - its seen better days, very grubby and will no clean up. She has now buzzed off on holiday and has asked me to get some quotes for a new plain white suite etc etc.
Had a quote last week to remove everything and install new (bathroom suite, shower, extractor, new tiles, new radiator etc etc). Had another man round this afternoon and he suggested tiling on top of tiling - what are everyones thoughts on this - is it a bodge job? Would it be best to remove the old tiles.
Any tips, advice or suggestions would be welcome.
