    Im in England, but if you let me know what HND your looking at I will see if comes under any level 4 Apprenticeship framework.

    If I can find one and they can be employed as an Apprentice, the rule in England is that they only have to do key skills if their GCSEs are more then 5 years old. But I can check the Welsh Framework for the specific qualification that you are looking for.

    0845 60 661 60 is the number for the Welsh Apprenticeship Service.

    If you can register them on an Apprenticeship you will only have to pay them £2.50 an hour for the first year, regardless of their age and the course would be fully funded.

    If they can provide evidence of required level of Literacy & Numeracy (Maths & English) within the last 5 yrs such as a GCSE certificate then there is no requirement to do these. Without evidence, all apprentices are required to do it regardless of other qualifications.
    So an A Level that is less than 3 months old should have this covered then, some one just wanted to boost their numbers on the key skills course.

    They wont get funding if they do not require it. The level of Literacy/Numeracy etc required is governed within the framework for each different qualification. For example, AAT Accountancy requires higher Numeracy than Literacy. Sounds obvious really but not always that obvious!
