Replacing an old meter who pays??

Hi, I have recently bbeen told that the old metal box that the main supply runs to (orginal fitment when house build 70 odd years ago) has got to be changed due to health and safety rules along with the meter.
We recenty had a new drive installed which the electricity people say they may have to dig up to replace the supply lines if they can't do it from the pavement side.
The drive is patterned concrete one which will need totally replacing if dug up. As yet I am in the dark as to who pays for this work me or the utlities company?
They read the meter regularly so why have they not noticed the old meter years ago and replaced it then?
